A 43-year-old Rochester man has been arrested and charged in the killing of 22-year-old Munga Elocho, whose body was found along the Genesee River Trail last month, according to the Rochester Police Department.
Elocho's body was found Aug. 16 in a wooded area off the Genesee River Trail near Vincent Street. Police said he had been shot multiple times at a different location before his body was dumped where it was found.
Major Crimes Homicide detectives determined Elocho was at 610 N. Plymouth Ave. at about 12:30 a.m. Aug. 16 when he became involved in a verbal altercation with Milton Simmons, police said.
The altercation escalated, and Simmons allegedly shot Elocho multiple times, killing him at the scene, according to police.
Police said Simmons then used a garbage tote to move Elocho's body to the Genesee River Trail. He also attempted to set the garbage tote and additional evidence on fire, police said.
Detectives believe Simmons was using a Smith Street address to sell cocaine, although police said he did not live there.
Rochester police's Tactical Unit and SWAT team took Simmons into custody during a traffic stop Tuesday morning, police said.
At the time of his arrest, Simmons was carrying a loaded .40-caliber handgun equipped with an illegal switch and a 30-round high-capacity magazine, according to police. He also had cocaine packaged for street sale, police said.
In connection with Elocho's death, Simmons was charged with second-degree murder, tampering with physical evidence, concealment of a human corpse and two counts of second-degree criminal possession of a weapon.
Additional charges could be presented to a grand jury related to the alleged cocaine possession with intent to sell and possession of the handgun, high-capacity magazine and illegal switch, police said.
Police said Simmons is currently on probation and is prohibited from possessing a handgun in New York because of three prior felony convictions and four prior misdemeanor convictions.
He is scheduled to be arraigned at 9:30 a.m. Wednesday, Sept. 9, in Rochester City Court.
