If you saw it from the parking lot, you'd never think twice. (And you'll see it in the photo below and almost miss it.) At Tyler State Park in Pennsylvania, the dam across Neshaminy Creek looks like exactly what you'd want on a lazy summer float: a gentle three-foot drop, smooth water above, calm water below. It looks less dangerous than the deep end of a pool.
It's actually one of the most lethal structures a person can encounter in America's state parks — and most visitors have no idea what they're looking at.

Low-head dams like this one exist for boring, practical reasons: flood control, water diversion, mill power back when that mattered. But the physics of a low-head dam create something engineers grimly call a "drowning machine." Water pours over the top and curls back on itself at the bottom, forming a recirculating current that traps anything that falls in — kayaks, life jackets, people — and cycles it back under the falling water again and again. It doesn't look violent. That's what makes it so dangerous. From shore, the water barely seems to be moving.
At least five deaths have been linked to the Tyler State Park dam specifically. One of them, in May of last year, was a 38-year-old park ranger named Alec Campbell, who was placing a warning buoy near the ledge when his kayak capsized in fast water. He lost his life doing the job of warning other people away from it.
Because of this, Tyler's low-head dam is being removed after a public campaign to get rid of the old, dangerous structure. It was built in the early 1800s for the nearby Spring Garden Mill, so the dam lost its original purpose long ago, anyway. Construction is scheduled to be finished this fall.
Tyler isn't unique — it's just one entry in a nationwide problem. A database maintained by Brigham Young University has tracked more than 1,000 deaths at low-head dams across the country over the past 50 years. This too-high number is partly because most low-head dams aren't covered by any state dam-safety program. They're often too small and too "harmless-looking" to trigger the inspections and warning requirements and warning signs that apply to bigger dams. The very feature that makes them deadly — how unthreatening they look — is also why they slip through the regulatory cracks.
The survival advice, for what it's worth, is almost impossible to follow by instinct: if you get pulled into a hydraulic like this, your gut will tell you to swim toward the surface or straight back the way you came. Don't. Rescuers say the only real way out is to tuck into a ball and let the current push you down and out along the riverbed, then swim away from the base of the dam entirely — not toward it, not away from it in the direction that feels safe, but down and out.
So next time you're kayaking or wading near a spillway that looks about as threatening as a garden fountain, take it seriously. The most dangerous water in a state park often isn't the deep part. It's the part that looks the shallowest.
